what to do for better performance in gaming as well as for applications like java ,programming
Buy Intel G2020 +ASUS/HIS /SAPPHIRE ATI RADEON 6670 or Zotak 630

OR

Buy AMD A8 6600K without graphics card

Solution
The G2020 is a mighty slow CPU. If you are programming for a living you should be able to afford more than $60 on a CPU. It is a tool of your trade (and a tax deductible expensive if you are a programmer).

AMD A8-6600K is marginal better.

What about a AMD FX-8150 or AMD FX-6350 instead?

Or maybe a Intel Core i3-4340 / 4130. Still only 2 cores, but excellent single threaded performance.

You might even be better off looking at second hand systems, like a 3 year old Dell i7-920 Desktop for ~$400

For programming, you need properly capable CPU, not graphics card. Graphics card is for gaming, video/photo editing kind of work.
