Desktop not working. Most likely a broken CPU or HDD

I have a pretty irritating situation that i really need to resolve. I have quite a bit i need to mention before i get to the real problem. Ill try and be as detailed as possible to resolve this issue quicker.

1. I had a store bought HP Pavilion Desktop then i upgraded the Power supply to a 700W cooler Master and added a Radeon HD 6850 Gpu a few years ago.
2. It worked fine until around November 2012 when it suddenly just didn't work at all. Nothing would turn on or boot. I had identified the problem was that the power supply had died.
3. I had been wanting to buy a Gaming laptop for a while so instead of fixing my desktop i just went to the store and bought a laptop to replace it.
4. I left my computer to collect dust for nearly a year until just recently i decided to fix it. August 2013 ( last month) i decided to apply for a Replacement part for my power supply with cooler master. The new power supply came in 3 weeks ago.
5. I installed the power supply,pressed the power button on my desktop and it booted up just fine and worked like a charm for about 2 weeks then once again it just broke last Friday ( Friday 20th). The desktop would turn on but nothing would boot up and none of my peripherals would work(Keyboard,mouse and monitor) The monitor has power and turns on but it receives no signal.
6. I decided to fix this issue by replacing the parts that I assumed could have been faulty. I bought a new Mobo and also decided to just upgrade my Gpu and get a new case.
7. The parts that i salvaged from my Hp desktop are the HDD, CPU,Ram, Power supply and the optical drive.
8. I finally put everything together and assembled the new desktop but the same problem remains. Computer powers on, LED's and fans work but no functioning peripherals and the same no signal message on the monitor.
9. These are a list of all the parts currently being used in the system:

NEW:
GPU- Nvida Gtx 650 Ti 2gb
Mobo- Asus M5A78L
Psu- Cooler Master 700W non-Modular

Salvaged Parts:
Hdd- Seagate 1TB
CPU- AMD Anthlon II
Ram- DDR3 - 1333

I believe that the issue is most likely either the Cpu or the HDD but i'm definitely not an expert in this area. It is possible that the problem may also be the new Mobo but it's highly improbable considering it's brand new and the same problem also occurred in my old Setup as well, hinting that it's probably one of the old parts that i salvaged from the Hp desktop. Actually, it may also be possible that the power supply that i just received is faulty( also highly unlikely) I'm not too sure if Ram would cause any of these issue either. So that's why i believe the problem is either the HDD or CPU.
