I have an HPE-500y.
Graphics Card: AMD radeon HD 6450.
RAM, 8gb.
AMD Phenom II X6 1045T processor.

I was hoping i could upgrade the video card(~$300, Hopefully including power supply), unless of course its not even worth it. Any help would be appreciated thanks.

What games are you trying to play?

You actually have the same computer as I modded for my cousin. You have a couple of routes.

If you dont want to change the power supply, you can switch to a Radeon HD7750. Its a good card, but with your budget, you can do better.

For a decent price, you can also get a new power supply and a better graphics card. $200 would buy you a 7950, which would run well on that processor, and is the fastest I would go before I would expect to see a bottleneck. You then can get a new power supply, and with the extra money, you can get a new case to house all of the components.

One of those cards would do. They come with free games too.

This power supply should run the card just fine. If you need to, you could also step up to a CX500.

You could get a nice case like that too to mount it in, you wouldnt even have to reinstall Windows.

This is pretty much how I built up my cousin's computer. He did it a little differently though.

o wow, thanks for the responses guys. Really appreciate it. The guy above u recommends me going MAX 7850. Would i be safe purchasing a 7950? Just really want to be on the safe side. Thanks.

If you're on a 1080 monitor, get the 7950, if at a lower resolution, go for the 7870.
The Corsair PSU linked by Deemo13 is a fine choice and will run any 7870/7950 out there.
I'd say avoid any 7950 with a single cooling fan, however inexpensive it seems, one fan just cannot keep these cards cool without making a lot of noise.
As always, make sure the new card will fit the case ;).
