Windows and Linux common data disc

Hello!

I would like to do dual boot on my new SSD disc. So i will use win and linux on it but all my pictures and movies... i want to have on separate HDD disc (like data disc).
Questions:
- in wich format should be that HDD disc?
- can i safely read and write data from that HDD disc when i am using win or linux?

Each operating system uses different file systems. The best choice would be to install first windows at the ssd, allocate to them a partition of the hdd, then install linux on the ssd and allocate to them the remaining hdd space. Note that most linux distros' file browsers support windows file systems

but what is when i use external storage disc connected by USB? can i safely read and write data on it from both sistems?
