Hi everyone,
I just purchased EVGA GTX 770. I tested it with 3Dmark basic and found out that the core clock is only around 500 MHz. I searched other people's record and it showed that their gtx 770s are always around 1100Mhz.
I talked to the EVGA technician and he asked me to install EVGA precision. I tried it and found out if I play Guild Wars 2, the core clock showed on EVGA precision would show around 1100MHz.
I have no idea what's going on. I just want to make sure that my newly purchased graphic card is performing as advertised. Also I tried ARAM in League of Legends with everything set to very high, the fps would still drop down to around 30 when in team fight. Had to change the environment and shadow settings to medium in order to keep fps up to 60.
The technician said that the cpu could play an important role. I do have an old cpu: intel Q9450. Is it possible that the low fps was caused my cpu? I guess my question comes down to whether my gtx 770 is performing as it should?

Thank you so much for your time and effort!
Specs:

Update:
Already cleaned the heat sink and fan. Re-apply the the heat paste. All the drivers are newest before I did any test. Tried geforce experience and nothing is different.
