On/Off problem motherboard?

Whenever I want to turn the machine on, I have to turn the psu on, the hit the on switch on the case quickly. If I don't hit it quickly, it starts to boot loop. Same for when I want to turn it off. Once the OS has switched off, I hear the motherboard beep, then all the fans turn on to max and the gpu, cpu fan start spinning. Whys that? Is this the motherboard? The motherboards a Gigabyte Z77-D3H. I havent updated it either, its stock from when I bought it 8 months ago.
 
remove the power button connector from you motherboard header and start you pc by manually short circuiting the two pin with a screw driver or something. see if that works ok.

if it does,then its your power button that is gone kaput.

you can also try clearing the coms once and reset it again

Im not even able to get to that stage. Once I turn the psu on, everything boots up apart from the OS. All the fans spin up, and it boot loops. The motherboard doesnt realise Ive not pressed the on button? The PSU's a 750W Corsair Builders Edition. What could it be?
 
that is what i am telling you.....after you have unplugged you pc from the mains,remove the power switch header from the board and plug the pc to the mains back.

then switch the smps on and see if it starts by itself or not. if it does not,there is a problem with your cabinet power switch

If the on/off button is shorted out then the easiest way to tell is to disconnect the power button lead from the motherboard front panel header. Then try turning on the power supply and see what happens. If you still have the looping issue then there's either an issue with the power supply or the motherboard. If your case has a rest button you might want to disconnect that header too.
