Best cooler for my budget?

Hello,

I have a Phenom II x4 965 BE @ 3.4ghz and I'd like to overclock it so that it will handle BF4 at 1600x900 resolution and newer generation games without a hitch. My budget is anywhere from $50-70. I don't mind liquid cooling, however I've never done it in my life. Either air, or liquid is fine. I just prefer getting the best bang for my buck. If you need anymore info on my system I will post specs below:

CPU: AMD Phenom II x4 965 BE @ 3.4GHz
RAM: Corsair Vengence 8GB (2 X 4GB) @ 1600MHz
GPU: EVGA GeForce GTX 660 SuperClocked
PSU: CoolMax ZX-600 600W
MOBO: Gigabyte GA-970A-D3

CASE: Diablotek EVO RPA-6170 Black 0.6mm SECC ATX Mid Tower

I would suggest some others but the one thats a step higher is 80 and the after that would be depending on your case would be better but it would be over 100. I would say you would be able to do some medium to heavy overclocking with it.

Water cooling will keep your system cooler usually more so then air cooling will (generally speaking of course), but for your price range this one should do what you need it to.

That is the best for $70? How well do you think I can overclock with that cooler?

FYI, I have the same proc clocked to 4.0 Ghz on the stock cooler with no problems. I have been eyeballing the $30(on sale) cooler master Hyper 212 Evo for some time now, but haven't pulled the trigger. The only reason I want to change is to reduce fan noise. The stock HSF is annoying. It's out of stock right now, but I'm sure they'll get it again. It's a very popular air cooling solution.

EDIT: Though I have it overclocked to 4.0, I have found it just as fast, without benchmarking with reviewer benchmarks, as the current undervolted 3.7 OC that I have it at now. That's just FFT. It can handle 4.0 well but performs at or near the same level at 3.7 with lower voltage. I chose to undervolt and reduce clock to try and reduce fan noise. I can hear this thing at idle and 32*C.

as another update, I now keep my processor underclocked to 2.8Ghz and it plays all of my games just fine. All the 'recent' batman games, transformers war for cybertron etc. on a 24" 1080p monitor. My problem is an underpowered gfx card for the batman games at 1080. The processor is really a great performer.

I've also resorted to setting up speedfan to reduce my fan noise. Now they dont ramp up until the CPU hits 60C, whereas before they would max out to keep it under 50C. I keep the CPU fan running around 30% until it hits 60C and it's a LOT quieter/less annoying. Still haven't bought that 212 Evo. LOL
