Question about hard drive noise and switching hard drives

My hard drive is making a lot of noise - at first I wasn't sure what was making the noise, but after opening the computer up it seemed like it was coming from the hard drive. I tested it by unplugging the hard drive from the motherboard and power supply, then turning the computer on, and the noise was gone. Then after I re-connected the hard drive the noise was back. The noise is constantly there, but it's not a constant noise, if that makes sense. It's a rhythmic high-pitched buzz/hum, relatively low in volume, that you sometimes can't hear over the noise of the fan. But once you notice it, it's hard to ignore it. It's a totally different noise from the write/read noise. It doesn't sound like the hard drive is failing or anything, I just want to stop the noise.

I have a few questions:

1. Is there anything I can do to remove the noise from the hard drive so that I can keep the drive?

2. If I buy a brand new hard drive, is it guaranteed to be quiet? I'm not sure if it's a common noise with all hard drives, or if it's a problem elsewhere in my PC that would cause any hard drive to make the noise.

3. I have an old computer with a hard drive in it that I could test in my current computer. My old computer crashed a lot (may or may not have been anything to do with the hard drive), so what's the worst that could happen by putting it in my current computer? Regardless of whether it causes the PC to crash, would it cause any permanent damage to the rest of the PC that would remain after removing it?

4. In addition to using an anti-static wrist band, are there any precautions I need to take while inserting and removing hard drives? After taking a hard drive out of a PC, can you place it on any surface?
 
1. There are tools you can get that can slow the drive down and lowering or eliminating noise, but you also lose performance. Some drives are just noisy.

2. There's no guarantee that a hard drive will be quiet. HDD's are mechanical and will have some noise. The only way to have a quiet drive it to go with a SSD(no moving parts).

3. An older HDD shouldn't have any affect on the other components. You would want to reload the OS.

4. There's no special precautions you need. I have stored drives on a shelf(in a box) for years, and they haven't had issues.

Thanks. I tried installing my older drive, which might have been a little better but still too loud to be worth the bother. I'll look out for quieter drives.

Another question: could the positioning of the power and SATA cables affect the noise? The inside of my PC has a clumsy design, and the cables are all over the place, with the SATA cables touching the chassis.
