Intel HD 4000 doesn't have its own VRAM. It uses a portion of your system RAM (4GB). You might be able to increase the amount that it uses by increasing the total system RAM.

As for playing the game, my girlfriend has a dell laptop running an Intel® Core™ i3-3217U Processor, which also uses Intel HD 4000 graphics. The game runs, but everything is turned down to the lowest. Things like shadows, edge dimming, and anti-alias are turned off. The game doesn't look terrible either but it certainly isn't pretty. Playable though.
