PSU failure? IDK HELP

last month I recently built a new computer here are my specs.
intel i5 2500k (oc to 3.5)
noctua l9i cpu cooler
gigabyte z68 mobo
Toshiba 1tb hdd
xfx radeon 7770
corsair cx500

So like I said I recently built a computer last month I dust it out every week or so I got 2 200mm fan and a 120mm fan in the case so my airflow is good. My temps with prime95 for a day is 87 max for my cpu. so everything is fine and just last week my computer started to freak out. When I turn on the computer nothing shows up on the monitor, The whole computer goes on for about 3 seconds (fans running lights on) then it completely shuts down for 3 seconds and all by itself it goes on for a few seconds and shuts down for a few seconds and the process keeps on going so I have to manually turn off the psu. This is the PSU problem right? my local dumbass computer repair place said I had to reapply the thermal paste? screw that I didn't do it. (BTW the computer repair folks just looked at my computer not really got into it)
 
Solution
Remove the CMOS battery, after 10min and put it back, reboot the PC and reset the BIOS setting. I think either the RAM or you OC setting going wrong, not the PSU.
