Need a bit more guidance to build gaming rig

I looked at both the Budget Intel and Budget AMD threads, and I also looked over several questions about barebones kits, but I don't know enough to decide which would be the best solution for my husband and I.

The situation is this: We used to prefer consoles because they work without effort on our part, with the side benefit of getting us off the computer chair. Neither of us are thrilled with the upcoming console offerings.

We would be playing stuff like Skyrim and Civilization, neither of us are particularly into shooters like Halo or Call of Duty.

This system would be connected to our television and used only for gaming.

The only other thing we would really need is an excellent cooling system because we don't use AC in the summer.

I'd like to start ordering parts this week and have it by Christmas, so $600-$700 would be an ideal budget, although I do understand that it may not be possible. I'd be happy if the hardware was good for a couple of years, so it isn't necessary to build it to last 10 years. I also don't really want to get into the minutae of overclocking and massive tweaking because quite frankly, we're not that dedicated to gaming.

Is it possible?
