I have a PSU that has two voltages sets: 115 and 230. I live in the U.S. so my voltage is outlet voltage is 120. Is it okay to set it at 230 although it is way more than 120?

No, it will not work that way. Put it on 115 and leave it. As a note, psu's with that type of switch are generally very poor in quality. Be very careful that you don't over tax the psu as it may be prone to early failure.
