Hi guys, Im not even sure if this is a Mo Bo problem but I would just put it up here anyway because I have never seen this problem before. Please help!

Heres my PC :
1. Giga EP43 UD3L
2. Intel Dual Core E7500
3. Ram 3x1G Kingston 667MHz
4. MSi R7770 PM 1GD5 128bit
5. WD 1T Sata
6. SamSung 200GB Sata
7. DVD RW drive
8. 3 12cm Case Fan
9. PSU : AcBel I-Power 510W

My brother has been using this PC since it was newly bought 3 years ago. I dunno how he has abused it but he gave it to me couple of days ago with this problem. Its when I try to Turn it on after Shutting it down properly in Windows 7 ultimate 32 bit. I took everything apart and dust proof every inch, apply new thermal paste to the CPU, GPU, replaced the CMOS battery. But to no success, the problem persists.
My guess is either the PSU or the Mainboard.
Any PROS please look into this !

Had the same problem. The one that giving u the trouble is ur PSU.

Some of the capacitors in ur PSU are getting bad and can't discharge the stored up power immediately after the main power is switched off which it suppose to do.

I don't want to go in too technical but from here on out, the waiting time will get longer and there is a risk of ur PSU burned up. Totally not advisable to open up to repair it coz one wrong move and that capacitor can blow ur finger off.

Get a new PSU with reputable brand like seasonic, corsair, etc.. before it start to spoil the other components as well.
