ATI/AMD Raedon 7730m Graphics Card Problem (NEED HELP)

I have tried just about everything; from Uninstalling ALL ATI/AMD graphics and drivers and installing the newest update, rolling back etc. But everytime I try to launch the SWITCHABLE GRAPHICS or CCC (Catalyst Control Centre), it says

Catalyst Control Center cannot be started.
There are currently no settings that can be configured using Catalyst Control Center.

Please Help me!

if this is a laptop look at the bios settings to see if the gpu chipset is turned off. most lnewer laptop with both intel and amd or nvidia have bios setting to just use one..the other or both gpus.
