video files stutter

Since buying a new pc I have observed that all my video files stutter where none used to stutter on my older rig. My new rig has k-lite codec pack installed. I have tried running files on vlc, mpc and wmp and it playes up on all of them. I have updated all my drivers. My rig consists of gtx680 4gb, 3770k cpu, hyper x 16gb ram, thermaltake water 2.0 cooler, thermaltake toughpower 850w power source etc. My primary hard drive is Samsung SSD 840, Any idea what the problem may be? I note I am definitely plugged into the gpu. My intel drivers are up to date. I have turned xmp profile on. It is still stuttering with both audio and video. I will further note that I have absolutely no issues on games or when playing music. Only when playing videos. Grrrrrr

all videos on pc will stutter, its 24fps, a new monitor will show it better, and if you are used to new rig with 60 or more fps movies is not the same any more. try svp(smooth video project) that will increase fps in videos to desired level. try fraps check the video btw, see if that picks up on other video fps problems.
