CPU Fan randomly running at high RPM

My CPU fan control doesn't seem to be working. It will either run at around 1200 RPM or at 3400 RPM (according to HWmonitor) seemingly at random because my CPU temp is is always 30 or below. It makes a really loud whining noise at the higher RPM and is extremely annoying. It has been randomly running at the higher RPM more frequently since I built my computer about a month ago and now it almost constantly whines. When I looked at my BIOS it said the fan was only running at about 780 RPM even when I could hear it going faster than that. HWmonitor also has it listed under my GPU which is also sort of strange.
