Computer won't powerup.

For the past couple months my computer has been rather fussy, and doesn't like to turn on. Whenever I press the power button it makes a click sound (it is not the power button clicking), and the fans spin up for about half a second, after that nothing (this only happens once until I turn the PSU off and back on). The only way I have been able to get it to turn on is turn the PSU off and count to 60 while holding the power button, then let it sit for about 15 seconds, then turning the PSU back on and pressing the power button in quick succession. Recently it has gotten very bad, it takes about 15 minutes for me to get my computer on, and it has been making me late for my online class. Is there anyway to fix this, or is it just a bad power supply?

By the way, I have a Corsair AX650 PSU

Checklist to do
1- check connection too the wall, sometime it`s not tight enough
2- check the other end of the cable connect to the psu , may be it`s look ok but not completely insert in the socket
3- after all the clicking in the start button may be the problem his in that switch only.
4- memory check, remove re-instal

if you moved your case, add component or anything let us know it will be more easy to point you toward a problem resolution.
