That link goes to a system with a GT630 video card in it. Is that correct?

Not to throw a wet towel in the fire, but unfortunately it looks like you bought a PSU-shaped object. Unfit for purpose, it is a firecracker with an uncertain fuse, and in no case would be good for any more than around 300W. This is enough for a HD7750, but nothing more. If you can, return it and get a PSU like the Antec VP-450.

A AMD "8350" is a CPU NOT a video card so something is wrong there.

The PSU you choose is not good at all send it back and get a good quality PSU from Corsair Seasonic Antec or XFX. A 550w or better would do you.

Is $300 dollars enough to buy a good PSU and Graphics card? (Graphics card that can play DotA 2, DmC, Dead Island Riptide with max resolution and about 60+ FPS)

I would think so, yes.
Start with this Seasonic-built 550W XFX: http://www.newegg.com/Product/Product.aspx?Item=N82E168... for $70, then add this HD7950: http://www.newegg.com/Product/Product.aspx?Item=N82E168... for another $210. Note that both of these products have MIRs, so if you play that game (and win), they will cost less.
