Far Cry 3 framerate

hello i just switched from an HD 5770 to an HD 7990 and iahve issues with far cry 3

the pre-renderd cutscene in the begging lags really bad and the menu is at 20fps as well but whenever vaas comes in i get 60fps

my settings are on high running in dx9 in 720p

only the pre-rendered cutscenes and the menu lag could someone help me with this since this is really weird i never had issues like this on the Hd 5770

To be honest, that is quiet common in graphics cards. I know when I am playing Bioshock (for example) the framerate in-game when actually playing is good, but when I go into the menu it deteriorates to about 25 FPS. If it is not affecting your play in-game then is it really a big concern? Maybe try running in DX10 or 11.
