How can I get my network cameras back up after a power outage?

Power off the all of the cameras.
If the cameras connect via wireless connection, power off the wireless router. Then wait until wireless router reconnects. Then power back on your cameras.
If cameras connect via wired connection, power off the wired hub or switch. Then power back on. Then turn cameras on again.
If the cameras connect via wireless connection, power off the wireless router. Then wait until wireless router reconnects. Then power back on your cameras.
If cameras connect via wired connection, power off the wired hub or switch. Then power back on. Then turn cameras on again.
