GTX 780 won't go over 575mhz clock speed underload...

So I just realized that my card won't go over 575mhz playing games like Arma 3, Metro Last Light, Battlefield 3, Crysis 3 or any demanding games.

Even if I over clock my gpu clock offset no change. I have Fraps on to see if I get any improvements on frames and there is no change a tall either. I have EVGA Precision X running and I have an LCD screen on my keyboard to see what my numbers are.

How do I fix this?

Spec:

-Intel i5 2400 @3.1 Ghz
-MSi PH67A-C43(B3)
-4GB of RAM
-Cooler Master Hyper 212 CPU cooler
-Corsair TX 750 PSU
-Hitachi 1.5TB HDD
 
either your gpu is overheating or it's faulty... or your mb/windows is being a brat... First, uninstall anything you suspect has anything to do with nvidia, restart the computer. Re-install the drivers, see if that fixes it. if that doesn't then you'll want to clr_cmos. see if that fixes it. if that doesn't work, update the mb's bios with the latest bios. if that doesn't work pop the side of the case off, stick a room fan in the opening and see if it's a temp thing... if that fixes it then you have a temp problem... and probably need to work on yuor case's airflow. if that doesn't fix it, then i would try returning the card.
