In that case I dont think your HDD is bad or the hardware. But rather config problem. If you have multiple HDD's and your bios does a auto search, it might pick a HDD that does not have a OS installed. Then will give a message about no bootable sector or something.
So if you have multiple HDD's and cannot identify them by the names in bios. Then unhook all except the one with an OS installed. Then set that as first load. No need to have dvd boot first, you can always change it when you need it. It will slow down your boot-up 1-5secs, for nothing if your not using the dvd from boot often.

Depending on your mobo, there might be a separate loading for boot config as well. But should be located in the bios as well.

But I do think its a...

Well first check to see if the cables to your HDD are plugged fully in. Then like what was already stated about the DVD drive. Except if possible, try to use the same cables off the DVD drive. To help rule out a faulty cable(not likely). If you can't, then just try a different port for your HDD.
If that doesn't work. I'd take off anything that doesnt need to be there to run. Basically MB, CPU, Video Display, then that HDD that isnt turning on. Everything else leave off. If this works, then add 1 part at a time and test. Might be your PSU is faulty or the 1-line from the PSU that powers your HDD or adapter.

ok ill swap cables and check as you two said. one thing, last week my brother had been changed the boot order to cd rom and run with a Ubuntu live cd. now when it truns on, the cd rom runs but nothing else happens. it stays still. no monitor or kb or mouse work.

If the boot order in BIOS was changed, you will need to be sure the HDD is either 1st or right after the DVD drive.

I'm not familiar with Ubuntu Live. That doesn't try to install itself to your HDD, does it? That would change the MBR and keep Windows from starting. What does your POST screen say when it tries to boot but can't?

But I do think its a little more than just not having your HDD as an option for boot. Since most will look at whats not on that list and boot, after it goes thru the list you made. Which is why I'm saying something about multiple HDD's. But MBR being changed like other guy said is also a strong thing to look at.
