I have tried the solution of games for windows live that you have gave but still its not working in gta 4 in windows 8. What should I do ?? PLZ help

What I did, was install it manually, http://www.xbox.com/en-US/LIVE/PC/DownloadClient
Then It should fix the problem with gta 4.
I had it too
