Extremely High Access Time, 1370.5ms ( HD TUNE)

Help, since yesterday my wd essential external drive performance is very slow . When I check it with hd tune it has 22 pending sector and very high access time.
is it bad? What is the difference between pending sector and bad sector?
Is there any way to fix high access time?

I'm trying to take screen shoot health tab of the hd tune, but I cant acces the disk anymore, it just show Local disk in the explorer, if i try to access it the explorer will hang.
I want to backup the data before RMA it, but it seems hopeless.
Any suggestion?

I made it, this is the screen shoot health tab of the hdtune. I put the drive as internal drive, but the data is unreadable because there is some encyption made by WD Case. Is there any way to access the data without using the external case?

I checked the drive with error scan (slow mode) from 2000GB to 3000GB, it detected many error and didn't finish the scan.
Now the smart status is getting worse

I'm packing my drive to RMA.
Its impossible for me to backup the data first, everytime i connected the drive to scan or try to access it, it just getting worse.
I think its mechanical problem, because i hear weird sound from the drive.
