Why is my old 17" monitor my "main" monitor?

I have a very strange problem. I have 2 displays on my computer, a 21.5" 1080p screen and a 17" dell 1280x1024. When I first built my computer, I only had the dell. Now whenever I start my computer, the BIOS screen and windows logo are only on the dell. Windows also thinks that the dell is my main monitor, but I changed that. The dell has a DVI>VGA adapter, so I don't see why it would always make the dell the default monitor. This has happened across 2 different windows installations and 3 graphics cards. I've switched the inputs that they are plugged into countless times. Now my question is, Why?

DVI-to-VGA is always a simple cable adapter. The DVI port is a dvi-i port, that has the digital and the analog signal. The adapter only connects the analog signal to the vga cable.

Solution
You can change which is the primary monitor, once you are in Windows through settings, but it won't change the start up default monitor. Right click the desktop, select "Screen Resolution", and you can right click the monitor (the monitor picture in the dialog box) you want as the primary one and adjust some settings (I don't currently have 2 connected to spell out the exact wording).
