Recently bought an ASUS VG248QE, I have calibrated it but whenever I look up into the sky in ArmA3 or WoW I see these bands of light in the sky in a dome fashion. I have jiggered with the graphical settings and the monitor options for hours and can't work it out. My colour is set to 32 bit on the nvidia control panel.

Any advice?

That is most likely the case. The game just doesn't display a smooth representation of color. If it was the monitor, screen shots would not allow it to be seen on another monitor, but it is. I looked up causes for color banding, and I found the same cause, which is...
What did you have before? I know one of the disadvantages to most monitors is that they are 6-bit, which limits the number of colors they can display. That monitor is no different, which might cause more visible banding, but then again, you are playing WoW, which I do not believe even supports more than 6-bit color.

I had an old AOC LCD, thing is in ArmA 3 the banding is moving when I move, it just slowly creeps across the night sky sky or creates a distorted banding halo effect around the moon at night.

It moves because these are lighting effects created by the game. It is also why it is visible in the screenshot. The game actually is creating those bands. If it was the monitor, it would not show up in the screen shot for me. Is it possible you have the color set to a lower depth than in the past?

I wouldn't even know how to change it.

The option is on the same screen as where you set 120hz, if you use the Windows Screen resolution dialog boxes. Right click the desktop, select "Screen Resolution" -> "Advanced Settings" -> Monitor Tab and on that page, there is colors option at the bottom. Make sure you set it to 32-bit.

Yeah it is, just tried rolling back my computer to a previous date and still have these lines in the sky. Perhaps it's a software problem and not to do with my monitor.

A new monitor tends to bring out the hawk eye in you, and you just started paying attention to it.
