cpu multiplier problem

I have an intel i5 4670(no k). the multiplier is set at 8-38 although the highest frequency for the cpu is supposed to be 3.4 ghz (multiplier at 34)

the cpu temperatures are also high ( 70-80) under full load
iam using the cpu stock cooler but I'm getting the hyper evo later

so my question is : is it normal for a locked cpu to go over the highest frequency by .4 ghz?
and is it causing the heat problem?
