Do i even have to upgrade my CPU?

So i have an AMD Phenom II x6 1045.. And for the most part it has worked pretty good. But it started to upset me that i could not record through fraps on graphics heavy(ier) games like tf2 or skyrim without dropping down to miserable fps like 12-18. It works pretty well when i'm playing otherwise but i'd really like to record all my content.
I have 8gb of RAM.
The gfx card im running is the radeon 6700 1gb.
I'm planning on buying a new gfx card anyways, but is it time to upgrade the cpu also?

If you haven't tried overclocking, then I recommend you go for that first assuming your motherboard is decent for overclocking. But if you have tried overclocking, it might be a good idea to upgrade your CPU. Go for an AM3+ Motherboard and an FX-6300 if you're on a budget. The total cost for both of those will be somewhere between $170 or $230 depending on the quality of the motherboard. For a new GPU, perhaps try a Radeon HD 7950 or a 7870.

I actually haven't tried overclocking it, so i will go ahead and do that, and now thinking about it my motherboard is sub-par. but i will look into both options

Im actually looking at about a $400 budget which is pretty okay, but saving money is always good.
