How much to spend on a graphics card.

That's not really how you should base it. You can only get such a general idea of what your GPU should be based on a price reference of your whole system. What matters is the CPU you plan to get with it (so as to prevent bottlenecking) because things such as RAM, Case, PSU, and Motherboard can all play a huge role in deciding how much you'll have left for a GPU. But based on price alone, a good bet is a Radeon HD 7950 or a GTX 760 (both around $220 - $250) or you can go up a tier to the Radeon HD 7970 ($300 - $350).

250$ will be a good amount, so u can get something like GTX760 or HD7950 (dunno the pricing on the new Hawaiis yet)
