E7500 running at 1.6 ghz

hi. i've been using ny pc for a year. but recently after a windows 7 reinstall the processor speed is stuck at just 1.6 ghz instead of stock 2.93 ghz. i tried high perfomance power scheme but to no avail.. cpu multiplier is 6 instead of default 11.. any help will be appreciated.

Intel core 2 duo e7500
4 Gig kingston ddr2
ati 7750 i Gig gddr5
400 watt psu

Thanks. its resolved now.. but after choosing high perfomance power option it still goes back to 1.6 and under load to 2.93 ghz(weird).. anyway now i can play COD online :D

uhhh.. coretemp is showing core temperature of 100 c :( .. sorry for bothering again and again but should i do something like changing paste or whatever. maybe cpu is running low because of overheating

you will burn the motherboard and cpu at that on a E7500 you need to keep below 70 C

what is your room temp and did you put did you put Extra Fans inside your atx ?

Applied the thermal paste. now its totally fine running as before under 70c.. actually the cpu cooler wasnt fitted correctly. so no contact between cpu and heat sink. A friend of mine fixed that. Thanks all of you.
and room temp is 32 c. and no extra fans inside just cpu cooler and power supply exhaust fan
