mouse/computer slower when gaming,

Hi,
My mouse and computer feel slower when gaming. I'm struggling to focus at the centre of the screen and sometimes the mouse makes spontaneous movements in random directions. I have had the computer for about a year and never experienced these problems before.
My specs are: windows 7 home premium, i5-2320 CPU @3.00 GHz, 4096MB RAM, Radeon 6450. I run my games on low settings for better frame rates, and apart from the times when it was just general lag, first person shooter game always ran perfectly until recently.

May I add that this problem has also happened in solo zombies, not just whilst playing on line.I have tried 3 different wireless mouses, Restored back to factory settings, cleaned it free of dust, cleaned the cpu (but didnt add thermal paste) and so on...
I don't know a lot about computers, so sorry if i explain things poorly.

Do you have an ANTI-MALWARE? If you don't have download it from www.worldfree4u.com. Go to PC softs and then to Quick Heal Total Security. I think your mouse sensibility is slow. You should imcrease it.
STEPS ARE AS FOLLOWS -
Go to START
Go to CONTROL PANEL
Go to MOUSE
Then increase the SPEED of your mouse.
THATS ALL!!

Not sure if trolling? lol...just kidding. I know how to access the mouse settings. I've tried turning up the mouse sensitivity, and the cursor continued to lag. The mouse isn't just slow, it's unresponsive when gaming, and when browsing the desktop/net. Whilst playing call of duty zombies, sometimes I am unable to look up or down with the mouse. the middle mouse button (and other buttons) totally cut out all together.
I have now tried a wired mouse, cleaning all the insides, restore, updates.

Today I called out a computer technician. I told him about the problems I have been experiencing. he told me to change the graphics card. which is all well, but I don't want to go out and buy it if it doesn't fix the problem.

This baffles me because for a year straight it's been perfect (apart from the odd genuine net lag) then suddenly, this! The technician I spoke with seemed very convinced that it was the gpu. He took 1 quick glance inside my computer and seen the gpu, he then said that the gpu could be the only thing causing the lag. I wasn't going to disagree with him. because he's the one wearing the badge.

The thing I'd like to know, is, does the performance of a gpu drop in time? as

Also, would replacing the gpu with exactly the same gpu bring back my computer back to it's previous performance? (I know the gpu sux, but im just curious)

I would really appreciate some feed back here...thanks,
