You aren't gonna have too much choice at that price, most of the ones I've seen have been hovering around 300$, dipping to 280 or so with a rebate. I can't find any as low as 250$

Watch newegg for a month or two and in that time one will probably go for that price. Alternatively buy a used one on ebay.

I didn't know the HD 7970 was above $300 price point. I guess i was looking at the wrong GPU. I'm sorry for the confusion but I do appriciate you guys time in helping me =D
What about the HD7950? what is a good brand/type to go with?

Gigabyte is a good make, and their cooler design is nice and quiet
