IDE Hard Drive not Recognized

I'm having troubles trying to bring to life an old PC

So, my hard drive isnt recognized if I connect it alone as master. I must make it slave and connect a DVD ROM as Master, else it wont be detected, why? I believe I have the right jumpers.

Plus, everytime it tries to boot, it takes long time for the windows logo to appear, then windows wont even load after it, the pc just restarts after seconds of the windows logo.

this is a fresh windows 7 installation. 32bit on a dual core pc

 
I had linux installed in the hardrive, and it was working perfectly but, I needed to change to windows since I'm giving this PC away so I formatted.

the board only has 1 IDE port, the bios recognizes it fast, the hardrive is first boot... IF i use a live cd, the pc starts normally, no problems and linux says the dive is in good condition just 1 bad sector.
 
You may boot from Windows installation CD, and then choose hard drive and then format it and install windows there. After that you need to change back the boot sequence to boot from hard drive.
