There are power management options to "spin down" HDDs when they haven't been used for more than a certain number of minutes. Review your power management profile's options to set the timers you want.

Usually. Windows can turn it off after awhile as specified in the power scheme. Some/most (?) green drives will also do this automatically. This causes a small delay when you want to use the drive however which I find really annoying so I usually tell my spinning drives to stay on all the time.
