Looking for some help on why my graphic card has just maxxed to around 4080RPM, Its a MSI 660ti PE,

The card is running around 34 Degrees when using the computer for photoshop and stuff and when gaming around 53 Degrees. The fan speed is always the same 4080RPM and its beyond what my head can bare.
It was working fine but i recently changed power supply(Corsair 750m) and motherbaord (Asrock 990fx Extreme3)
Now the card sounds like a plane taking off, is there anyway to turn down the fan speed.
