FPS problems on all games

I've recently been having troubles with getting good performance on games that I should run really well or I ran well in the past. A couple months ago I had about 100 mods on skyrim, most of them being graphics mods, and ran it at 59 fps (locked there) with almost no drops. I had something happen to where I lost all my data and had to reinstall everything. Now I get fps problems in skyrim regardless of the settings and even without any mods installed. This is just one example. My specs are:

i5-3470 3.2GHz
Sapphire HD 7870 OC edition
Corsair Vengeance 8gb RAM DDR3
ASrock B75M mobo
Seagate Barricuda 1TB hdd
Seasonic 620w PSU

I've heard that once that hdd gets over 50% full it will have an impact on performance. Not sure though. I'm currently at about 55%, maybe 60%. I have the latest gpu drivers. Nothing should be overheating, I just installed 3 case fans about 2 days ago.

Performance impact from HDD is minimal, and doesn't impact FPS at all.

Anyway, install/download (it can run without installation) HWinfo, and run it on sensors mode. Play for about 5 minutes, then check stats mainly on the GPU. Information such as maximum temperature, maximum power usage and maximum usage is the most important.

Power should be above 30% (for SURE), and usage should be as high as possible. If either of those are low, reinstall drivers.

Also, have you overclocked? Apart from the factory OC.

Hmmm. My GPU usage wasn't too high. I couldn't really find any listing for GPU power that gave a percentage.

I have not overclocked.

What do you define as "low FPS"? Also, what's your monitor's refresh rate?

Well normally I consider anything over 30fps playable. But the drops I've been getting have been dropping from 59 to 35 for like 5 seconds and then going back to normally. It's when it keeps spiking like that, that's unplayable.

Did you install a utility that may running occasionally in the background? Maybe a virus scanner, backup program or something similar?

Not that I know of. I've even tried using Gamebooster and Advanced System Care. To no avail.

Let's figure out what's causing this.

Run HWinfo and activate logging (it'll export to a .csv). Run a game (or whatever you want) until it causes the lag spikes.

Once it does, exit the game (or continue playing for more spikes if you want), and stop the logging.

If possible, keep a timer by your side so that you can say "Oh I had a spike at about 5 minutes after starting recording".

Upload the .csv any way you want, and I'll analyze it, if you want.
