Low Battlefield 3 Multiplayer FPS

I have an AMD FX-8350 stockclocked with an EVGA GTX 770 SC. When I play BF3 single player I get over 100 fps on Ultra but when I play multiplayer I get 9-15 FPS constantly no matter what settings I have. I know it's supposed to be about 50-70 on multiplayer but I'm lost.

is your internet speed good and stable? can you stream HD video from youtube? if you can then that should be a sign that there's no general network issue. have you tried playing it with your antivirus disabled?
