Very bad Framerate while playing Crysis 3 (gigabyte 7970 OC)

Hey, thanks for reading!
First of all; these are my specs:

ASrock N68C-GS FX motherboard
8GB Crucial Ballistix 1600 ddr3
Gigabyte HD7970 3gb gddr5
AMD FX 8350 (4ghz)
nexus 850w Powersupply

When comparing my average framerate (around 14-20) to others on the internet, I was literally shocked.

They were complaining about low framerates that were around 40 or 50, while my system is struggling with an amazingly low framerate. I've tried changing the setting to high, and even medium and low, and I still get framedrops to the point that the game is unplayable for me..

I know this cant be normal, that's why I'm asking for assistance.

I've ruled out a heat problem, cause my processor doesn't get hotter than 60c when playing crysis, and my 7970 doesn't get any hotter than 50-55c

I've ruled out a driver problem, cause I have the Catalyst control center 13.9 installed, which is the newest one available and is called stable by many..

I've even tried overclocking the GPU to around 1100mhz already, which only causes games to crash even sooner and gives me a blue screen.

I'm sorry, It's version 13.9, not 13.1 (updated original post)

Is it worth installing 13.4?

Okay, I set my graphics card to factory setting by using the little switch up top. I reset CMOS. Now, when crysis 3 loads a map and I enter, it starts rendering, which takes about 4/5 seconds. Usually the framerate drops after this period. Now it simply freezes with looping sound or resets my pc instantly...

I do happen to have a 4gb 1333mhz stick. I will try it now.

I also had some issues with fps in crysis 3. I changed the following:

Advanced Graphics Options:
Anisotropic Filtering (Lowered instead of max)

Graphic Options:
Antialiasing (Lowered instead of max)

Hey, I've tried the RAM, and it makes no difference.
After this I've switched the RAM to my 2 4gb 1600 sticks, and moved the switch on my graphics card to the right again.

It doesn't instantly crash after rendering anymore, but I'm just stuck with the incredibly low framerate again.. Turning the settings down (Including anisotropic filtering and antialiasing) Doesn't change anything at all. It maybe gives me a 3/4 fps boost.

What are the odds of my motherboard being too old?

When running the furmark burn-in test with a resolution of 1680x1050 and 8X MSAA, I get a average fps of 13 and a max of 16.
When running 3DMark 11 v1.05, I get a score of 7734.

Also this caught my eye:

Turns out my 1600 ram is running at 1333 speed?

I did as you told me to do, and the following happened:

When rebooting (after uninstalling the drivers) I went into the bios setting and checked if I could change the RAM mhz. I could set it to 800mhz (1600) Which I couldn't do before! +1

After reinstalling the drivers and running crysis, I noticed an increased framerate (At least it is do-able!) +1

After playing for half an hour, my system freezed and I got a blue screen, then it rebooted. After this, I ran 3Dmark and the graphics test did OK. As soon as the first CPU test started, I got another blue screen with the same error..

I think my cpu is the problem here. How can this be?! It's a 4ghz eight-core!... (also, temperatures are fine)..

Update: Just got ANOTHER blue screen after playing Max Payne 3 for around 15 minutes...
