Time for a new "Budget" Gaming System, advice requested

This forum was very helpful when I built my last computer in 2009, alas having PSU and Graphics card issues with my old system so I have decided to build a new “Budget Gaming” system. Last time I choose an E8500 dual core ignoring the newly launched Ivy Bridge CPU’s this time I need to choose between Haswell and Ivy Bridge.

From everything I have read the difference between my two CPU choices (3470 vs 4430) are insignificant and pricing is the same, therefore I assume I should take the newer tech (Haswell) to give me future flexibility (if I should ever need it).

I have gone back and forth on the right GPU to pair with my CPU choice and have decided to pair it with a 650Ti Boost.

I will switch my OS from XP to Windows 7 Professional 64 bit version, I have a “retail” XP version so I could upgrade my OS (cheaper) or keep my old OS and hard drive, setup a dual boot system. I know Windows 7 has a “true” XP mode (unlike Windows 8).

I am open to any and all changes to this system within the following parameters; Intel, Nvida only and price is an issue.

First question:
Should I rely on the Win 7’s XP mode or dual boot to XP on a separate drive? I want to run XP software and even some games in a DosBox! I would say I am old school, but no school would back my claim I was ever present. 

Second question:
I am open to any brand Motherboard, I need 4+ USB ports (2x3.0 would be nice but not required price more important). ATX or ATX Micro either works.

Third question
PSU selected is well reviewed, open to less expensive option

Forth question
Is a CPU cooler needed? I assume a well ventilated case would be enough?

Fifth question
May swap out SSD for traditional drive

Yes to XP as I have software I wish to use that requires XP "win 7 xp mode will work" (Win 7/Win 8) not an option.
Budget is $1000 Max, $900 would be better!
