Safe to cut PWM line off 4 pin fan cable?

I was just wondering for curiosity's sake, is it safe to cut the PWM line off a 4 pin fan connector basically turning it into 3 pin?

Yes I know that works. But what I want to know is if it will work if I cut the PWM line instead. No asking why I wanna do it or telling me to do something else. I just want to know if what I'm asking will work.
