Make sure it's enabled in the BIOS and turned on in the Control Panel mouse properties.
If you checked that, you can either contact the vendor for warranty repair or check the keyboard connections yourself if it's out of warranty, remove the keyboard, reseat the connectors. Get a new keyboard if that did not help.
