I am running a ATI RAdeon HD 5570, Is it normal to have a 60+ Temperature for having the running programs : Skype, Google chrome, Steam, MSI Afterburner, Advanced system care. Plus the GPU fan makes a noise which is irritating can anyone help?

It's not normal to have the temperature that high with nothing GPU intensive running. Does Afterburner report that the GPU is under load? If it does, there could be a mining trojan running in the background, in which case I'd recommend running Advanced System Care's AV sweep to try to remove it. If not, part of the cooler may have somehow become dislodged such that the thermal interface isn't as good as it once was. But my guess is that there's something running on your computer that's consuming GPU resources in the background.
