i got two options' one helped by you guys that i aprecciate it and the other rig is from a friend he saw the one you guys helped me and he said he made it the same best but with low cost and better*

I Will like to know If that rig (the second one ) is better than the first..

Your friends rig is worse.

-10,000rpm drives are a hoax and are sometimes slower than 7200rpm drives.
-PSU is complete junk. Wouldn't touch it even for a non-GPU office build
-cooler is not as good as the phanteks.
-No SSD
-Slower RAM that isn't low-profile

The top build is clearly the way to go.
