My build:
CPU: I3-3220 3.30 GHz
GPU: Nvidia GeForce 430 2GB DDR3
Memory: 3.95 GB
Resolution: 1366 x 768 60Hz
Windows 7 Ultimate
I usually play games like Bioshock Infinite and Skyrim. I'm looking for a graphics card less than 250 $ that can play recent games on the highest settings. Right now, I'm leaning on Nvidia GeForce 650 Ti. Thanks.

Get the 650 Ti, that should get you around medium on most games. You also might want to get a x64 bit operating system (I assume your's is x86 bit considering is has less than 4GB of RAM), the only difference is that x64 bit can support more RAM if you choose to get more.

go with this card:
http://www.newegg.com/Product/Product.aspx?Item=N82E168...

has the best Performance Per Dollar at the moment and will Rape most games atm

EDIT:this GPU will run most games on high and ultra but you will need to OC the CPU to minimize the bottleneck + i'll suggest getting another 4Gb of RAM
