Do you have a wireless switch on the side of the laptop?

Sounds like the adapter has been turned off. If you don't have a switch make sure it's been turned on from;

Control Panel -> Network and Sharing Centre -> Change Adapter Settings

Find your wireless adapter and enable it.

I have this problem too, did you find a way to fix? I would really appreciate any further help on this matter. Toshiba Satellite win 7 here too, so I guess this is a recurrent problem with this system.

Reinstall the Bluetooth driver EVEN IF YOU DON'T HAVE BLUETOOTH!!! Yeah, it sounds crazy, but Toshiba has put that stupid button driver in that package.

If you don't have bluetooth, the driver installation will fail when it asks you to turn on bluetooth device. At this stage you are forced to abort installation and it says it unroll the installation BUT it will keep the stupid button installation.

Beware! There is some other of the driver installations that removes the button. If that happens, install bluetooth driver again.

Go to your manufacturer's website, enter your model and search for an update for your BIOS model.
for peope who are using Compaq and Hp this is the link where you can find an update to your BIOS: http://h10025.www1.hp.com/ewfrf/wc/softwareDownloadIndex?softwareitem=ob-101478-1&cc=us&dlc=en&lc=en&product=5227366&tmp_track_link=ot_search

You can also do a BIOS recovery
shut down the computer
press ( window + B + Power button)
if the recovery doesn't restor the wireless, update your BIOS.
