i5 2400 running hot

Hi I have an i5 2400 (stock cooler). It has been fine for awhile but now it seems to get crazy hot (92-99 degrees C). Recently I think this has been causing an issue with turning off my usb devices momentarily before resetting.
So my question is should I get a better cooler? replace the cpu? or...

(Also my bios is set on XMP so its not really overclocked or anything)

It seems pretty locked on. Pulling it a little had no give/play and the push pins were all in the correct position I think.

Yes I clean the CPU and GPU fans regularly. I think the USB problem might be related to windows though now. I have just done a windows 'refresh' and am hoping that the problem is fixed. However the CPU should not be running that hot considering it has never been overclocked..
