all icons on XP desktop are highlighted

All icons on my XP desktop are highlighted. Cannot clear the ALL highlighted. Esc does not work. We changed the wallpaper - no change. We do not have web content checked.

What do you mean by highlighted, actually selected like if you dragged a box around them or just have a background color different than the desktop?
