What is causing artifacts?

I get all kinds of artifacts while in games or just while in desktop.. They are pretty much like this or like spikes tho i haven't got any pic of that. Would anyone know what is causing that or what could be the problem?

Does it just happen with that player thing that you're using?

Give us more info about your system, when this started, what you changed, etc.

nah it's happening all the time. I had win 7 and i tought that was the problem, now i switched to win 8.1 and i have the same problem.. tho it started happening not long after i got new graphic card: radeon 5850 HD.. it has custom cooling vent.. and it's happening in some games and not others.. and it's happening in windows.. and sometimes when i try to Prt Scr the artifact the picture doesn't capture the artifacts.. and than sometimes it does.. even tho they are there when i Prt Scr.. Thanks for helping me out

Have you tried to update your drivers from AMD's website?

i formated my computer yesterday and i downloaded the newest drivers for the graphic card. could be the grpahic card overheating?

Download HWMonitor http://www.cpuid.com/softwares/hwmonitor.html

See what your temps are and report here. Make sure to get temps for the times you see the artifacts. Btw, is this card overclocked?

i dont imagine you are overclocking your graphics card? if possible see if you can underclock it using amd catalyst.
