What size of PSU do i need

I have:

I7 - 4770k
MSI R7950 twin Frozr 3Gb
ASUS Z87 PRO
8 Gb (2x4Gb) DDR3 1866 Mhz RAM
2 Tb Seagate Barracuda HDD
an SSD (not got yet)
a CD/DVD drive

NZXT Phantom Full case
with fans: 3x 120mm fans
1x 200mm LED fan

and i might get another LED fan sometime in the future.

Also, does it matter how much more the PSU is rated for then what i need? say i needed a 350W PSU, but got a 700 instead, would it matter?

You can run your specs on a decent 550w PSU , but it won't hurt to have more wattage for future upgrades.Your computer will only draw what it needs.
