I am kind of a noob with this, but oh well.
So i just got myself a new CPU, more specifically intel's 4820k. And i checked with both the Task Manager and CPU-Z. Both of them show this:
Cores:1 Threads:2(CPU-Z)
or
Cores:1 Logical processors 2(Windows Task Manager)

I am just wondering if this is normal? Shouldn't there be 4 cores?

Before posting this question i googled a lot, and i have already tried both of the things you mentioned. According to XTU, the core's are indeed not reporting properly. I have also seen the msconfig solution more than once, but on the Advanced Boot settings, it only shows 2 processors on the dropdown menu. And by the way, it's a Windows 8 ;)

There is an option in BIOS that disables cores and when you switch over a processor you generally have to reset the CMOS on the motherboard so bios and all other settings returns to defaults then it reconfigures for the new CPU on first boot. Its worth a try.

So, by resetting CMOS, you meant for example taking the battery in and out of the mobo, right? cause i tried that, and i also got a fresh install of windows 8. And it's still not working. Wtf have i done x)

Looks to be hardware than, you have to leave the battery out 10-15 minutes at least. Only thing to try now is a raw system test, where you unplug every single component on the system, Speakers, USB, unplug literally everything. If you have an external graphics card installed you need to take that out of the PCIe slot as well. So you're left with nothing but the power supply, motherboard, processor, and One stick of ram. If initial boot fails put the one stick of ram into another slot and reseat it then try again.
